Bill founded NECE in 2005 and now has over 30 years of diverse civil engineering experience working on public infrastructure projects involving water, sewer, stormwater, and land development issues. He holds a his Bachelor of Science degree in Civil Engineering from the University of Connecticut, as well as his MBA in Business Administration from Suffolk University.

Bill's experience includes design layout and project engineering for water distribution and wastewater collection systems in both urban and rural areas throughout New England and is responsible for the production and project management of capital improvement and infrastructure replacement plans, hydraulic and hydrologic modeling, and the development of emergency action plans and operations and maintenance schedules.

Rebecca has over 15 years of engineering experience working on public works and utility projects including utility surveys, mapping, and permitting issues. She holds a bachelor's degree in Geography from Salem State University.

She is an APWA Certified Stormwater Manager and holds certifications as a Qualified Compliance Inspector of Stormwater during construction and a Qualified Preparer of Stormwater Pollution Prevention Plans. In addition to Rebecca’s design and field engineering experience with NECE, Rebecca is board president of Salem Sound Coastwatch and holds several other professional affiliations.

Rachel has over 15 years of engineering experience in both the private and public sectors. She holds a bachelor's degree in Environmental Engineering from the University of New Hampshire as well as a Pipeline Assessment Certification Program Certificate from NASSCO and an OSHA certification.

Rachel's experience includes utility surveying, mapping, managing field investigation efforts and utility project design.

Tom joined NECE in 2018 and now has over seven years of engineering and construction experience working on public works and utility projects as well as private development projects. Tom graduated Vermont Technical College with a degree in Construction Management and Practice and also holds an OSHA certification.

Some of Tom's engineering experience includes field investigations, utility evaluations, utility installation and replacements, design and construction, construction administration, and resident engineering.

Gwen recently joined NECE in 2024 and has served as an assistant resident engineer on multiple private and public works projects. She holds a bachelor's degree in Geography and Sustainability from Salem State University and an OSHA certification.

Gwen has experience with land surveying, CCTV inspection, CAD design, GIS mapping, and database editing.

Matt has over five years of engineering and construction experience working on public works and utility projects as well as private development projects. He holds a bachelor's degree in Business Administration and an OSHA certification.

Matt's engineering experience includes field investigations, utility evaluations, utility installation and replacements, design and construction, construction administration, and resident engineering. He also holds over 20 years of additional experience with fleet maintenance as a mechanic as well as manager of the maintenance department for over 10 years responsible for scheduling, staffing, labor management, and QA/QC.

Woodlyne recently joined NECE in 2025 with experience overseeing and assisting on multiple projects including maintenance work and design plans and contracts. She holds a bachelor's degree in Civil Engineering from the University of Massachusetts Lowell.

Woodlyne also holds experience managing teams and records in the healthcare sector.
