William M. Ross, P.E.
Mr. Ross has been involved in various water and wastewater projects since 1993. His experience includes design layout and project engineering for water distribution and wastewater collection systems in both urban and rural areas throughout Connecticut, Massachusetts and Rhode Island. He has been responsible for the production and project management of capital improvement and infrastructure replacement plans, hydraulic and hydrologic modeling, and development of emergency action plans and operations and maintenance schedules. Bill has a depth of experience with conceptual, preliminary and final designs, public bidding and contract administration, and construction management for various infrastructure projects. Projects include new and rehabilitated structures and utilities involving drinking water, sewer, and storm drainage networks; as well as stormwater management facilities, water treatment plants, water and sewer pumping stations, and storage tanks. Studies include watershed management protection, infiltration/inflow analyses (I/I), Sewer Systems Evaluation Survey (SSES), combined sewer overflow (CSO) investigations and analysis, water and sewer system modeling evaluations, and trenchless rehabilitation options.
Mr. Ross has a post-graduate degree in business administration and is skilled in formal project management systems, critical path project scheduling, and development and maintenance of project budgets. He is knowledgeable in engineering computer applications, including AutoCAD and hydraulic/hydrologic modeling; permitting, technical supervision of project teams, construction means and methods, and relations with client agencies and communities. His professional experience also includes project feasibility reports, pre-design client consultation, arranging and attending meetings with individual homeowners and neighborhood groups, detailed facility and site design, specification and cost estimate preparation, construction administration, start-up assistance, and resident engineering.
