Prior to joining NECE, Rachel worked in both the private and public sectors including an internship with the DPW in Amherst, NH.
Ms. McCarter has been involved with various engineering and public works projects since 2003. Her experience includes geographic information systems (GIS) mapping of utility infrastructure, inflow and infiltration (I/I) studies, sanitary sewer evaluation survey (SSES) manhole inspections and internal building investigations, stormwater mapping in conformance with EPA MS4 NPDES regulations, field investigations for preliminary designs and planning for sewer separation projects, site plan reviews, and AutoCAD. Projects include GPS survey and creation of City-wide sanitary and storm sewer system maps in Gloucester, Peabody, and Salem; investigation of sanitary sewer systems for potential inflow and infiltration (I/I) in Ipswich, Gloucester and Salem; and preparation of design plans and contract specifications for sanitary and storm sewer projects.
